The ABS system performs a self-test after the vehicle gets to about 2 mph. Most drivers don't even realize it's happening...
    Thanks for posting this.

It's not really how far I move, I was trying to figure out 3 feet, 5 feet, one full revolution of the wheel maybe?

It's when I actually reach a certain mph, close to 2.

If it was with your power steering, it wouldn't come and go, it would be a constant noise or issue. Although it wouldn't hurt to get back there and top off your fluid. The power steering is an out of sight out of mind deal with its location.
^^ It may not be a direct problem with the power steering but it sounds like something is bogging the motor causing the alternator to bog as well.

But back to the issue. Thought maybe your wheel bearings were goin out but you replaced the hubs and that wouldnt explain the dimming lights.

When does it happen most often? Driving straight lines our turning corners? And does it do it when you just turn your wheel all the way each direction while sitting still?

question not intended for me but il put in my 2 cents. This noise also happens with my car at about 2 mph. then later at around 20 or 30 (randomly) but its only for a half or full second, then again randomly when i turn the wheel to park or sometimes even to change lanes. The problem is amplified with the turn of the wheel be it slight or drastic. I have to notice if it dims out my lights at night though..

It's to very to sit here and try to tell you what it may or may not be with out actually hearing the sound first hand.....another question....

....Does it only happen when the car is in motion (i.e. moving forward or backwards) or will it happen randomly when the car is sitting still?

Also try listening around the pulleys area and see if you can hear that sound at all slightly. My car makes a buzzing noise when it's cold but seems to go away quite a bit once it warms up and i think mine may be the power steering pump.

My car is not stock....It's an empty canvas for a work of art.

I was thinking this was tied to the tcs someway, guessing, as in that system is now online, it's now ready for use.
I don't know how to explain this though.

    I used to see a message before I got new hubs put on;
It would say tcs active on the dic, then I would hear the buzzing noise.

After the hubs, I don't see the message tcs active, I only hear the buzzing noise.

I now realize this has something to do with the speed sensors coming online, being tested, not real sure how to explain it, since I don't really know what it's actually doing.

There is a very good chance that this is exactly what's going on with the OP's car.

OP, is your car an '04 and up? If yes, this is probably your answer. My 2005 does the exactly same thing as described above. Funny thing though, it didn't always do this.

This winter I had some bad wheel spin in a parking lot taking off on ice, so the TCS system was activating, then I braked and slide and the ABS activated as well, after sliding about 10-15 feet the ABS system shut itself down because it couldn't get the car back under contorl. The ABS light came on, then the TCS light as well. The HUD started popping up messages to check the ABS and TCS systems.

Once the car was shut down and re-started the lights stayed off, but every time I take off now the TCS system kicks in momentarily after first starting up. Sometimes the HUD will says "TCS active", other times it will not. It's random, but the constant to this is that the TCS system always buzzes after first taking off now.

I've had the battery unhooked several times since then for other tuning purposes, and it still buzzes on first takeoff now even after all settings being reset to stock. I should probably get under the car and check out the wheel sensors and clean them or replace them if needed...

You are correct as what the noise is...its a self check only should do it when the car is in motion its also checking the speed sensors... some times it will happen at other times, when this happens maybe time to check your wheel sensor for dirt build up..
