Please dont take offense, I am not trying to insult your intelligence.... Traction Control is not a system that "turns on" per say. Rather, its just a name given to a program within the ECM to counter the excessive amount of wheel spin when compared to non-spinning wheels (turns on and reduces engine torque by limiting fuel injector actuation during burn-outs for example).
The noise is either coming from the Rack & Pinion, the power steering pump, or perhaps there is a bad U-Joint or bearing within the steering shaft itself. Since the noises are heard during turns and mostly cold operation I would start with those areas (though steering shaft may be difficult to diagnose without tear-down) Personally I'd lean more towards the power steering pump....
