Basically, they simulate the halogen bulbs still being there, thus fooling the car and turning off any warning lights. They also prevent "flicker" of the HID that some vehicles can have.
You need to either:
1) disable the DRL's
2) hook DRL's to come on with full power
3) hook up the HID harness to come on with the ignition, thus acting as DRL's (also requires disabling of the factory DRL's)
I run HID's with a harness and disabled DRL's; all works just as it should.
so with the capacitors installed, will the HIDs be lit, or will they be off? Also, on a 2003, do I just remove the DRL fuse, or relay? and if so, will it throw a code?

They will work as normal.

On my '02, I removed the DRL fuse and the DRL module buzzed. I ended up putting a switch on the DRL module. You could also just un-plug the DRL module.
