So to buy some time for me to get on my feet in Michigan, memaw is going to pay for me to register my car in Arkansas and get an Arkansas license. That way she can continue to keep me on her insurance at least for another year. Then I'll own up to being a resident of MI.

Whatever money you get from a refund needs to be saved for your move. Don't even think about buying goodies for the car because moving is EXPENSIVE and there is always a surprise that makes it cost more.
