for that price id do HIDs in stock housings. this will give you brighter light out put, as well as being the least work involved. but stock housings dont contain the light from hid as well as they should. so you may have people high beaming you or evan get pulled over due to it ( not sure on that probably comes down to state law). OR you could probably get some projector headlights. this will help focus the light on were you want it. and if you put HIDs in there youll get alot better output and have focused light. BUT the aftermarket projectors are ugly as fvck IMHO.
youre other option is a bit out of your price range, and is VERY labor intensive, but this gives you the best of both worlds. its called retro fitting. this allows you to keep stock-ish looking headlights but get the absolute best light output and focus available. however this does mean ordering expensive projectors ( not to be confused with the aforementioned projector headlights) and ballasts,bulbs and harnesses ect. basicly what your doing here is taking these light emitting objects and cutom fitting it into your headlight capsuls.
now you can see if some one can do a retrofit for you, cleangtp was offering them i do believe, but they will be expesive as it is hard and time consuming work using pretty expensive materials.
