Well I am not sure if it is variable or not, but my Park Ave is and it has the same pressures. There is a valve on the back of the compressor that controls it and it's stuck on low so in traffic it warms up quite a bit, to the point where the temp coming out of the vents is 80* on a 95* day. When I get the car up to about 45 or so it cools down, and as long as your cruising over 45 it will stay in the low 40's* out of the vent. I am wondering if you might have 2 probems one the compressor and the blend door is stuck. Can you select hot and go back to cold and see if it changes temp?
