Whenever i turn, my car sort of whines, i ended up looking at my power steering reservoir (98 gtp) and according to the manual it is low on psf although i can see from a top view their is some fluid in their, my real question is, if i change my fluid do i have to go through the trouble of flushing my PSF or can i just fill it to full?

fill it and see if the problem go's away.

If not, the pump may be shot.

most likely your pump is on its way out.

you notice if your leaking now that its full? p/s fluid dont burn like oil, if your low it had to leak out. so find leak, fix that as well. if the rack is leaking, you mind as well change the rack down the road too.

if need be, de grease your engine, then start looking for the leak.

if your paying a shop to install your rack, then that price will climb up to 500 for the whole job, but an afternoon of your time can get it done for free. well free labor that is.
