'98 Grand Prix 3.8 not s/c.. . bought new relay and fuel pump, but still wont start. checked for spark and it's there. new plugs and wires. fuel pump won't kick on without jumping relay. fuel gauge reads full even though it has less that 1/4 tank. it will turn over but won't start.

Fuel pump relay is controlled via the pcm.

Has an alarm or anyting been added to the car?

There should be signal coming from the PCM (clear connector pin#3). It's a dark green wire with a white stripe. This is the wire that goes to the fuse box and activates the fuel pump relay. Check for a signal on that wire when the key is in the "ON" position. The signal only lasts for about 3 seconds so you'll have to have someone turn the key to "ON" while you check with a DVM or a 12 volt light tester.

If there is no signal it can only be one of four things:

    1) Ignition switch
    2) Security System
    3) PCM
    4) Dead short in the signal wire itself

I'm guessing the security system since you say it has never worked.
