I need help with my hids. I had them install for a while and out nothing one of them when out.I thought it was the bulb but I was wing check the fuse box and notice that right low bean fuse was blown,I replaced it and I soon I install it it blows. So I disconnect the ballast to see if the fuse would blow and it don't is the ballast bad? Any suggestion?

Well, if you disconnected the ballast to that headlight and the fuse doesn't blow then you either have a bad ballast, or the wiring to it is bad somewhere and is grounding out. Check the wire harness for anything odd (chaffed wire, baer wire, cut wire, melted, etc..) and if you don't see anything then replace the ballast.

If the ballasts are easy to get to/remove, maybe try swapping sides with them and see if the issue follows the ballast, or stays on that side. Do that all the time in the telecom world. That will tell you if the ballast is for sure bad, or if you have other issues going on.
