that gear should only go out when the starter gets power to then turn the flywheel

thats broken.
take the solenoid off and look into it, there's a rod that catches that spur gear, (the one sliding in the vid) it may have broke. when you turn the key this rod pushes out the spur gear and it turns the flywheel, then pulls it back when you let the key go. i used to be able to fix these years ago when i was a broke kid,(im still broke) they still look serviceable. witch is still cheaper than a new starter.
