From the few guys I've seen that dyno'd it at the same time and figured for a 20% loss, it's a decent estimate. But not all of them are as it's based off a lot of variables. Yes, as long as you meet two conditions. First, your speedo has to be perfectly calibrated since that is what it is using (more accurately, it's using the programmed pulses per mile and the VSS). Second, you can have NO wheel spin on launch. If the wheels spin then it just shortened the perceived 1/4 mile (making you seem faster). If anything, the trap speed is usually pretty close.
