I know some say just hit it with impact but honestly I have had several get damaged just that way with too tight or too loose.
Tires whining try maxing tire pressure out and see if its better/less
I torqued both nuts to specs. Also, the noise is not coming from the tires. I jacked the car up, put the car in neutral and had a friend slightly give it gas. Just enough for noise to start. And it is coming from under the car, between the wheels. Not sure exactly where, but definitely not the wheels.
