I've tried everything short of cutting the battery with them going and my windshield wipers refuse to stay up. I need to change the cabin air filter because it smells funky...... but these wipers won't let me. Ideas?

It's an 04, maybe it has retained power to ensure they park properly. How about just reaching over and swapping them?
Mkay so i got the wipers off, still gave me hell...(anyone know where to get new washer fluid lines?) But I want it to work the right way. And I still need to trace the horn issue, which BTW anyone know the to get the cover off of the steering wheel? Previous owner tried and got halfway... But I want it back to normal before I change something else. I want to repaint the plastic cross bar that has worn down to the point where the plastic is glossy from being rubbed by lots of hands. Lots. Lmao.
new lines are at the parts store with vacuum line.
the steering wheel cover is the air bag. back of the wheel is 4 small holes, 2 on each side, you put a screw driver in the hole and then twist it, this will unlock the spring clip. do one side, then the other, you have to hold the first corner up after it pops or it will lock back in.
after all 4 corners are free lift it of and un plug it.
Alright, so looking at it, the left side is loose, it hasn't locked back into the steering wheel and in the gap I can see two clips on the back of the air bag and one red wire just chillin in there... Is that red wire my horn problem or is it just aesthetics? Lol

oh, the wire, thats the horn wire, if its got a long black end it pushes in the column and you turn it to lock it in.
if its got a metal end on it and it looks like it should slide onto something, it goes on the stud on the steering wheel.
my regal had 2 wires, some of the newer gp's only have one.

Figured out why the wipers were going nuts...i think. I broke the bulb in my trunk, and when I went to replace the fuse that burned out, I looked at the other fuses and found my windshield wiper fuse was 5 amps too high... Replaced it with the proper fuse and now it does what I want it to.![]()

curious, what were your wipers doing with the higher amp fuse? i only ask because in my car, on the slowest intermittent speed, my wipers sometimes go slow but 95% of the time they go constant and fast, and when i shut them off it takes awhile for them to turn off and park themselves.
Yeah, my slow speed was fast and my fast speed legitimately scared me lol. The intermittent speeds all worked fine, maybe a bit fast but when I replaced the battery and replaced some burned out bulbs and fuses they go what I would consider normal speed and they still go back and forth at least once before parking
