This bouncing kit is a dealer part, just you have to tell them to look up the technical bulletin for the vehicle. BUT.....this kit is for 2004+ GPs I don't think it works on the earlier models.

I have the metal brackets installed in my '04 GP - been like that since I bought the car - but they don't have the retainer bolts in the top, and there aren't any holes tapped where they would mount. The metal brackets snap into place but every once in a while I hit a good bump or someone drops the hood down good and hard and they pop loose. No big deal, I just check them whenever I gas up and check the oil, but can I assume I only have half the fix kit installed?
From what you are saying. Yeah, i'd say you only have part of the fix kit installed. Did you check the outside edge of the frame to see if the 90 Degree Metal Bracket was installed? All things considered, you could probably drill, tap and screw down a just about any sized bolt into the frame of the vehicle to finish the kit.
What good does that 90 degree bracket do? Keep the header panel from vibrating? I put in the new metal "L" brackets and while it didn't stop ALL vibration, it made a heck of a difference.
Yeah, i think the point is to make that part of the plastic frame more rigid to help cut down on vibrations.
Just finally fixed mine by looking at another thread. The best solution I have found is get some Styrofoam about say 2 inches thick and about 4 to 6 inches long and stick the piece between the metal on the bumper and the bumper cover just below the headlights. You may need to slightly bend the mounting on the frame of the car where the lights attach to but that will definitely fix any problem with bouncing. You can even use a piece of wood to do it also like say a 2 by 4 but I wouldn't recommend that because of it getting wet
The kit is pretty inexpensive and works pretty well. But maybe for a 2003 or earlier that's the best you can do. I got a 2004 so the kit for my car worked awesome.
My headlights bounce pretty bad on my 01. I can wiggle them both up and down quite a bit, almost like they arent fully bolted into the header panel (do these cars even have a header panel?) I will have to take a pic and have someone here look, because upon further inspection, the lights dont seem to be correct for my car at all. The inside of them both, towards the center grill, there is a very noticeable gap that I feel shouldnt be there. I have HIDs with projectors and a pair of halos on each side. Ill take a pic when its light out and post it here, maybe someone cal tell me what the heck somebody did to these. If the lights are in fact wrong, and I can get new housings that fit correctly and swap the projectors and halos over, I might do that.
So I've got an '04 and my lights seem to bounce pretty bad. From what I gather here, there is a tech bulletin on this? If so, will the dealer install them free? The kit itself looks to be about $11, but the stupid shipping on GMDirect is $12. I hate when that happens...
Has anyone found a recent write-up with pics? Ive had the kit sitting in the garage for a year now and dont have a clue on how to install it.
Don't over think it. You don't have to do everything that the install instructions state. Just use the metal brackets in place of the plastic flimsy ones and you won't have any bounce anymore and if you like you can drill the holes for the supplied bolts to hold the metal tabs down.
Thats exactly what i have done so far and the bounce is still very bad. Especially with my HIDs. Makes me feel like im driving a cheap beat up honda with duct taped headlights. I would think i could make due with detailed written instructions. Any help would be appreciated.

Let me see if I can find the instructions for you and that's shocking you still have bounce it eliminated mine just by using the brackets.
I fixed my bounce with some black pucky lol

search on this webside, someone typed up instructions for it a while ago. I'll try to find it and repost the link.
Edit: The instructions/write up to install them have been taken down. I don't believe that I saved a copy at all, sorry man.
