You guys are right and I can't really say whats up with your car, BB. Theres nothing else that the lamp or mount panel connects to out at the tip. Due to the design, the positioning is semi-approximate-ish at the fender. But in all your pics they look level with the headlight at the inside end.

I wonder if your headlight mount panels have been replaced. Aftermarket ones could explain it, as could improper installation of lamp or mount panel. But if you're getting all the tabs in the right slots (for both mount panel to car and panel to lamp which can be tough to do since it really can't be looked at while installing), and they fit like this... you'll probably have to make new slots in the mount panel to raise the outside corner of the lamp. FWIW, the tip of the mount panel usually needs to sit inside the fender / bumper edge. Some cars need it to sit against that but I believe its supposed to just hang out there and not touch anything.
