As mentioned have someone hit the brakes or wedge the wheel with a prybar, exhaust pipe, crossbraces anything you can think of.
Another method would be to use a ratchet or breaker bar with a 19mm socket and a decent size hammer. That should break it loose enough to spin it the rest of the way off, again someone on the brakes is going to help.
