Are those chrome? If they are chrome its always better to let them breathe and not put stuff on them like wax and stuff. Soap and water is always good. But if that stuff won't come off go to a rim shop they should have this little plastic container of wheel cleaner. Its like a blue clothe like material and you just rub it on the surface and it fights deep in the wheels and cleans anything off
shyt if i know call some body shops around your area.
Since the finish is already messed up, try a fine sandpaper, like 600/800 grit paper on a small area and see if it removes the oxidation (just to see if there is any improvement). If you do see an improvement, expand on the area and polish, it's going to be a little bit trial and error in the beggining, but if it does bring the shine back, be prepared for alot of work.
Do those have a clearcoat on them? It's hard to tell in that pic, but it looks that way.
I had a set on Outlaw II's that I used a paint stripper on to remove the clearcoat, then polished them. They came out great.
I know it's extreme, but if you're thinking about painting them, it might be worth a shot.
It looks the the clearcoat is cracking. If they are aluminum and it was just pitting the 1000 grit or polish should have brought it back.
Looking up Eagle 077's, the description said it's "chrome", which I don't think is an actual chrome but the same process you see with Eddy intakes - it's called Permastar or something close to that. It's a coating - the company who started it I think was "Goodrich", alot of chrome like wheels use the same process, very durable. You might want to call Eagle Alloy and see if they can think of anything you can do. But I think you might be SOL, or as stated before, paint or powder coat.
Here's some reading if ya want.

I would just get them powdercoated, they have colors now that almost look chrome/polished. Screw all that work.. haha
