Sometimes there's nothing you can do. The nearest vehicle in front of me was at least 200 yards when I got my first rock chip in the STI over labor day weekend. Suppose a rock comes off a truck and hits a car in the windshield. That rock has just ricocheted off their windshield high up into the air and possibly still in the opposite direction of travel as you. Luckily for me it hit the windshield which Progressive has kindly filled in for me so I can't even tell it was ever there.
