Check ALL vacuum lines, if no probs then unplug the electrical connector on the BCS and see if that works, it worked for me.

Does it run any different? Poor fuel mileage? As Tanker said check the vacuum lines. Your boost gauge is fed by the vacuum lines so if you have one that's broke or leaking it won't register boost in the DIC. Also check the BCS as he said too.
My old 99 would only make ~half boost on the DIC. I swapped BBV, messed with vacuum lines etc until a member here said to check the BCS. What you can do to check that is simply disconnect the vacuum line from it. Solved my half boost, irratic shifting, irratic T/C lockup, as well as terrible fuel economy.
Yup since I fixed it I get 30MPG Avg on the highway.
^^^That. I only managed around 15 in town and like 22 highway. Unplugged the vac line never to touch it again and I got low 20's town, low 30's highway.
Check your vac lines with Carb cleaners and also make sure the BBV is working properly.
If BBV is fine and so are vac lines, block off BB Solenoid.
IIRC the DIC boost gauge only shows BBV position. IE when the DIC shows you making full boost your BBV is fully open, regardless of PSI.

Not to be that guy, but check the condition/presence of a belt on your SC. Had the same problem, found out it snapped off a few days earlier. Just saying.
