I'll expand on my post further now that I am home and not on my phone.
There is no requirement for anyone that has won to tip the seller of said ticket. I would only tip a person if I knew them personally. Hell as it is I don't pay one bit of attention to who sells me a lotto ticket anyway.
I bowl in a league on Friday nights. They sell 50/50 tickets and tip boards and I have won a few times. Tip boards normally win $25. I won $115 on a 50/50 one time and I gave the lady who sold it to me $5, and only because I have known her for years. She even tried to give it back to me. If I had won it from the other league there would have been no tip.
To expand even further as I read the OP's whining about not getting a tip I guessed he was in the 18-22 age range, and after looking at his profile I nailed it as he is 21. The "gimme generation." You don't know that man's story. He could have hundreds of thousands of dollars in medical expenses and the lotto winnings might have just been an answered prayer to pay them off. Why would anyone EXPECT to be given anything extra just for doing their job? You sold the man a winning ticket? Whoopty fvcking doo. I've worked for companies and done stuff that have made the owners MILLIONS. Hell the job I do now makes the company I work for several million a year. It also benefits the sales reps in their commission checks, and all I ask for is my hourly rate, because all I am doing is my job.
I could rant further, but this would be too long for anyone to care to read, and its getting too long as it is. In the end, grow up kid, and stop expecting sh!t to be handed to you.

By selling him the ticket you're not entitled to $.01 of the money. Would it be a nice gesture? Sure, but to expect any kind of tip from a stranger is selfish.
I'm 25 and could be grouped in with the "gimme generation" as stealthee called it but there's no way I would expect any money from him. I'd congratulate him and shake his hand and that's it. Personally, I probably would have tipped the cashier just to be nice but I'm also that kind of person that would pay off all my debt, give money to family that needs some, donate some to a charity meaningful to me and then save the rest for a hard time.
It amazes me that OP thinks he's entitled to a tip because you were doing your job. Again your a hourly employee selling scratch offs/lottery tickets is part of your job... There's no free hand outs in this world.. Just because he happened to get lucky and win doesn't mean he owes anyone jack **** who had nothing to do with him wining you were just in that place when this happened.

I'm also 25 and part of that gimme generation.. Yet I have had nothing given to me.. I worked my ass off for everything I've have. It's been times where I've been offered handouts but that's not me.. I feel that if someone gives you something somehow they feel obligated that you owe them somehow and thts not a position I wanna be in.

It is amazing how many people think others OWE them anything at all. Not so much as the time of day is owed you. The winner is under no obligation to even come back to the store. Many a post are spot on and we REALLY need the LIKE button for threads like this, lol. A winner who is a bonafide gambler may follow the 10% rule and throw a bone to someone who handled his wagers, but most gamblers are on the losing side anyways, see Vegas, lol... But I would love to discuss your thought on what makes you think you should've been thrown that bone? See, like if you helped an old lady across the street, would you expect her to reach in her pocketbook and give ya a buck? Do the same for a blind man? Rescue a stray dog and the owner claims it and you'd expect a reward?
Again, amazed at something so simple that has such a reflection on today's minset... Gimme gimme gimme... Whaaaaaaaa!
I would came around the counter and gave a high-five too, took a selfie with the guy and told em I wanted to be able to tell everyone I sold the winning ticket! How freaking cool is that!!! : )

I do not feel as if the op was whining, unless I misread. Does he deserve any compensation for selling the ticket? Not at all, but it seems like he was really asking if he should feel that he deserves anything for it.

Okay, I read the second post. I withdraw my previous statement.
my parents have a lot of money. i stayed at home through college and they paid my tuition. all over $100k of it (private engineering college). they've always provided me with the things i've needed, or even wanted a lot of the time.
even then i'm not comfortable accepting money from anyone, or even accepting 'favors' without repaying them somehow in a decent time frame. i was never just given stuff without there being a reason for it. i've put in the work to get where i am now and i don't want anyone else to muck that up by making it easy on me all of a sudden. i'm not sure i'd have accepted a "tip" even if he'd have wanted to give me one...
If I was OP I would have asked if I could take a selfie with the dude. Who cares if you get a "tip" seriously. Even if the guy won a 100 mill jack pot. But a Selfie with the winner that's priceless, could caption it "I made this guy X amount richer!".
