Can't help you with the application of new clear, but to get the old stuff off check out aircraft paint remover.

YW. what i have heard work good is powdercoating. prolly not worth it for one rim. even then the tires have to be popped off the rims, gotta find a powdercoating place and a set of rims/tires for a bit of the car has to be on the road.
keeping polished rims up and shining doesnt require too much work after the initial buffing/polishing. i think im going to have quite a bit of work on mine. 110,000 of metro detroit driving on them. the inside of the rims are real nasty. im not going to polish the insides but will clean em up. outsides have that peeling to various degrees depending on which rim. id like to pop the tires off and remove the valves but that would take too much time and extra $$$ so just gonna do what i can.

im going to be tackling this on my '08s rims as soon as i get a few days of nice weather. using the aircraft stripper mentioned. not reclearing, thoughi im going to polish them and do the upkeep on em which isnt bad.
i havent read or seen much success with reclearing aluminum rims. theres aluminum rims cleared from the factory all over metro detroit that show it doesnt work too good.clears seem to turn yellow over time or start peeling- the clear needs a scuffed surface to bite which that scuffed surface will show through the clear.
IF you want to try it, clean thoroughly with a wax and grease remover, spray an adhesion promoter, then clear and NOT a spray bomb clear.
