Google search on how to do it. You need to take out the MAP (I believe) fuse to program it.

Did you turn the key back to off before opening and closing the door? Did you close the door?

    1998-2003 Key Fobs

Enter the car and close all doors. In the fuse panel, remove the "MALL PGM" fuse. Put your key into the ignition, and turn to "ACC." Turn the key on and off within a second. Open and close the driver's door and listen for the chime that indicates you are in programming mode. Press and hold the LOCK and UNLOCK buttons for 14 seconds, listening for the chime. Wait 14 seconds for the second chime. Repeat this step for all additional remotes, remove the key, replace the fuse, and exit the car. You will have programmed the remotes.

IMPORTANT: Before entering programming mode, have in possession all of the remotes you
will be useing on the vehicle. Once you program the remote. all previous remotes that were
programmed will be erased from memory. The other remotes will not be functional until you
    program the them again.

    1. Remove the key from the ignition.

    2. Close all doors.

    3. Remove the "MALL PGM" fuse from the fuse panel. Use the legend on the fuse panel or
owner's manual to properly locate the "MALL PGM" fuse.

    4. Insert the key into the ignition, and turn to the ACC position.

    5. Turn the key to OFF and then back to ACC within 1 second.

    6. Open and close any vehicle door. A chime will be heard when the system enters into
    programming mode.

    7. Press and hold the remote LOCK and UNLOCK buttons simultaneously for 14 seconds.
IMPORTANT: After 7 seconds, a chime may be heard confirming successful
synchronization. It is necessary to wait approximately 14 seconds for a second chime
    that will confirm successful programming.

    8. Repeat step 7 now for each additional remotes to be programmed including any existing
    remotes.

    9. Remove key from ignition.

    10. Install the "MALL PGM" fuse back into the fuse panel and test remote(s).

I git the fob from an 03 Buick key fob looks identical, but numbers on back are different, but that shouldn't matter, bc my car won't enter the programming mode

also flip both fobs over, theres a part # on the back. if they dont match it wont work, 01 regal fob, may not work on a 98 gp.

if your fob was working before it maybe fix able by cleaning the contacts on the board and the button pads with rubbing alcohol.

or it may just need the ground soldered back near the battery.
