You can't really gain HP from blocking coolant ports and porting the blower.

You aren't increasing the speed of the blower by doing this, as in adding more boost to make more horsepower.

You'd have to lower the pulley size to spin it faster and make more boost to try and increase the power, plus add tuning and timing if possible.
