That doesn't sound right. The line that runs from the BBV (the round black thing on the blower) that normally runs to the BCS (solenoid), should be removed from the BCS and left open to atmosphere. The line that runs from the FPR to the BCS, should be removed/plugged (where it goes to the FPR, BCS end doesn't matter). A picture would probably be easier to work with, but from the way I read it, it's not done correctly.
