Has 256,000 and no feels like its running fine I notice when it gets cold tho when I start it up in the morning the rpms bounce don't stay steady

could be a vac leak on the engine, could be the cause of the evap code too.
spray some carb cleaner at the vac lines at idle, if the idle jumps up, you found your leak area.

the thin black plastic tubes that run around the engine and to a few sensors and the throttle body.

ok does it have to be carb cleaner I got throttlebody cleaner and will do that tomorrow after work
