Just picked up a 98 daytona pace car and it needs a new set of keys. Are the keys in the 98's chipped with passkey 1 or 2 and or VATS? Is there a way to just bypass the security system?

When you find a way to bypass the vats system, lmk...
usually if their chipped, they'll say PK3 or something on the key, or just take it to wherever you get key's cut, and they can tell you
the 98s should not be chipped, all the VAT needs is a resistor to bypass it. Not hard to do at all really
oh and the "chip" on the keys is just a resistor anyway lol
How do I figure out if its pk2 or pk3 without the original keys? I would get the resistor value off the key if the keys i had were not just mechanical keys... Am I just going to have to go back to the dealer with my vin and proof of ownership?
Got unchipped keys from the seller, charged up the battery, and the car turns over but doesn't start. Checked for spark but there isnt any. The fuel pump relay clicks but the pump does not come on. Also the DIC just flashes zero as a possibly related problem. Does this sound like a security issue or bad pcm? Where should i go from here?
Edit. Also there is no scan tool communication

Sounds like you need to check fuses. The cigarette lighter fuse also runs the OBD port IIRC.
Check the fuses under the hood and inside. Also clean and tighten the battery cables as the DIC flashing zero sounds like a ground issue.
