it sure could be, when bad they whine all the time, gets louder with rpm's. they whine when turning when they first start to go bad, then do it all the time, till they just quit working.

if its at the point where it wont turn when in park with out giving the engine some gas change it quick. driving it when its totally dead, aka no more power at all, will kill your rack in no time.

pumps only cost about 70 bucks, and a hour to swap out. you'll need a p/s pulley puller to take your pulley off and put it on the new pump. i think autozone should have a free rental puller, if not you'll need to get one.

Out of curiosity, is it normal for the pump to whine when the steering wheel is turned all the way left or right and held basically as far as it goes, otherwise mine never whines. I keep meaning to bleed out all the old fluid and get some fresh in there, but it's such a pain to catch the old fluid with the pump being right next to the firewall :/

when holding the wheel hard at the lock it can whine.

if you want you can use a turkey baster to suck the old fluid out, or take the pass wheel off and take the line off, the one with a hose clamp, it should drain out, just have a small pail to catch it. re fill and run it for a bit, do it again.

Well it's still bright enough out, and it takes a minute to get a wheel off, so screw it, I'll go do it now and make the most of my free time. Thanks for the tip!
