What is the proper way to do this? Drop the column down? I removed it without dropping the column, but I was almost certain I was going to break things and I'm pretty sure it's not going back in the same way. Need advice, please.

Just did this on my car just lower the column to its lowest adjustment using the lever and (Here is what drove me nuts until I figured it out) push in the FLASHER button then a little maneuvering and you are in

Drop the column as low as it'll go, and hold it there with your knee (if you let off, it will raise back up and lock about 1/2in higher. Keep the driver door open (in case you're trying with it closed) and start with the cutout just below the gauge cluster.

Worm that down, until its past the 4-way flasher (pushing that in helps too) then just settle the dash into place, and give it a few good pops where the tabs are.

You may feel like it'll break, but it wont. That's probably one of the few things in that car that wont break on you.

I found it a little easier to drop the column and letting is rest on the mount nuts turned to the last few threads. The reason is there are these little rubber bumpers on the dash bezel that kept getting knocked off when menuvering the bezel into place, they sit atop two little pegs directly above the IP opening and provide some squeek and rattle protection from the lovley GM plastic.

Did you have to remove the steel cover below the column, as well? I think I'll lower the column, just to make it easier, too. Any air bag worries? Should I pull the fuse?

There's absolutely no need to actually drop the column. Just tilt it as low as it'll go, and you'll have plenty of room. Hell, in my radio installs/painting/swapping the cluster out, etc. I've had that dash on/off 10times in an hour, with no worries.

I'd toss up a quick vid, but it's hard to without a grand prix.

NO need to remove the metal knee gaurd, there is a cardboard panel that need to be removed though, just use a long extension to get the nuts, I believe there 13mm, maybe 1/2", I cant remember. Just run the nuts to the end of the threads so the column does not fall down.

Cardboard panel? I have the lower cover removed, down by the footwell, above the pedals. It's the plastic part that has the insulation attached to the end of it - interior light plugs into it, as well. But I don't see a cardboard panel so far.
