Drop the column as low as it'll go, and hold it there with your knee (if you let off, it will raise back up and lock about 1/2in higher. Keep the driver door open (in case you're trying with it closed) and start with the cutout just below the gauge cluster.
Worm that down, until its past the 4-way flasher (pushing that in helps too) then just settle the dash into place, and give it a few good pops where the tabs are.
You may feel like it'll break, but it wont. That's probably one of the few things in that car that wont break on you.
