Take the fuel filter retainer off and turn the filter instead of the line it the line will not turn but the filter will not be a loss if you tare it up i have done several this way with no problems.

i did the fuel filter on my car recently and yes the fuel line nut is stationary. hold it with a pair of lockjaws if necessary and turn the filter with a wrench. if you do get it off make sure to use a little anti-sieze on the filter threads but keep the top 2 threads free of anti-seize and next time you won't have this problem. again. the fuel line nut doesn't turn...
There is a product made by Rust Check called FREEZE.
I assume its like liquid nitrogen in a can. Spray it with liquid wrench, hit it a couple of times with the FREEZE and keep tapping it with a wrench.
Its called cold shock. Some of the rust started flaking off in chunks.
Didn't mess up my fuel at all and it worked!
Shocked the hell out of me.
Spent weeks trying then turned like nothing was ever wrong.
