Now you have 2 other wires coming from that 9007 plug a blue and black wire, with female spade connectors. You have the other set of wires (blue/black) that you just removed from the rubber plug, connect the blue to the blue and black to black...
The connector at the then end of the blue/black wire gets plugged into ballast...
