    When you pull the cowl, you will be able to see if the tab is being caught by the arm and then the trans mechanism on top reverses itself to park the wipers. If the arm isn't catching the tab, the tab is likely bent outward and needs a tweak.

    If the mechanism on top doesn't reverse when the tab is caught by the arm, then that mechanism can be replaced. (LMK I have a spare).

    Lastly..if you have checked all this and it appears that nothing will cure the issue, the wiper motor does have a delay/pulse box (electronic) mounted to it. Easiest thing to do here is replace the motor/box assembly. This was the fix when my wipers parked at the top. No arm adjustment or mechanism swap helped. Overall it's a pretty easy and quick fix. If you get one from a JY, try to find a Regal/GP/Century that had a plastic cover added over the motor. It's there to keep ice and water from building up on the mechanism and causing the trouble.
