No the low speed fans don't come on until the temp is 217, so even though the fans kicked on at that temp the entire system has equalized by that time and as the coolant, still hot is traveling through the system and it takes time to cool, so you end up around 221-222 before it even starts to drop. This is normal operation on an 05' I have added a switch to kick on the high speed fan my tapping into the PCM's wire for high speed and adding a diode to isolate it when I ground the wire through a switch. The PCM still can detect this and sets a p0481. Anyway I can activate the fan manually anyway and the low speed fans still function properly, but I can also activate the high speed at any time. With the low speed fans it takes about 2 minutes before the temp starts to fall, it takes time to cool water since it has a pretty large mass. The low speed fine keeping the car cooled even in 100+ temps with the AC on I rarely get above 197*. If you run your defrost setting while in traffic it will kick on the low speed fans and keep the car cooler, in the range of 188 or so when it's cold out. Remember this only applies to 04+.
