So not really caring about power blah blah. What mod will make the supercharger make the whine sound the loudest? I love the whine sound and I just want to get that as loud as possible lol.

Size of tube does not matter. The intake baffles and air box stop all noises from being heard.
Make a intake with a staight piece of tubing and a aftermarket air filter like a AEM or Spectra style and you'll here the supercharger whine. Make it louder by spinning it faster, aka dropping pulley size.

With just a performance CAI like from K&N for example you would only gain on a S/C GP my guess is anywhere from 5-7HP MAX 10 HP, if your lucky. That's IMO since the stock air box is i believe restrictive and is there to suffocate the poor car. The way for you to gain 17 HP would mean you would have done stuff like headers/DP or full exhaust to again LET THE CAR BREATH

I'll go put my stock airbox and take videos of 0-60 and then put my open cone back on and I promise you my car is faster with the open cone. Car is stock save my dp.
