brake light comes on when fluid level drops below the sensor plugged into the master cylinder reservoir. As the pads wear it takes more to push them out against the rotor. If the pads/rotors are worn to such an extent that they are pushing out that far to contact one another it will set the light off. Its normally a closed switch so when the level drops it drops the float and opens the connection to the plug resulting in the BRAKE light turning on. You should be able to remove the plug and jump the two terminals with a paper clip and it should shut off if its functioning correctly, and the lgith should come back on when the clip is removed. Repalce pads/rotors, refill fluid and you should be set to go. Otherwise it could be the sensor not registering the EBRAKE being disengaged, a lot more rare occurence but also a possibility. id start with the fluid level first
