Recently my abs and TCS off lights have come on. They will disappear once and awhile but are usually on. Also the wheel is much harder to turn when the ABS light is on. Any Ideas?

Sounds like a wheel hub bearing.

Not sure why the wheel would be harder to turn.
Get under the car and inspect the ABS wires to see if any are worn and exposing the wire, that will short out the system and disable the ABS. If all the wires look good you might have to have the stealership tell you which sensor is bad.

My lights are on and at first I noticed it was harder to turn. But I'm used to it now so I don't even realize it. It's the hub. I'm ordering a new one here soon.

Any idea how to tell which hub it is without jacking it up?

Not without jacking it up. Just jack it up and check which wheels have some play in them.
