Whoever told you that, or built your alternators didn't know what they were doing. Almost all aftermarket h/o alts put out at least stock numbers at idle, some are slightly lower than stock and some are higher than stock, but they do at least charge. The reason why you raised the "idle" to 1200 is because that is usually right around cruising rpm, and h/o alts are designed to put out the big power at cruising speed.
