I am interested in doing this as well. There are many threads showing how to do this with HIDs, but I am keeping my projectors halogen. I installed Osram Nightbreaker H1 bulbs in the projectors which improved the output a little. If I could have both the 9005 bulb and the projectors on, I think the high beam output would be great.

There are tons and tons of different ways that you could do this.

the easiest way that I can think of if you didnt want them to blink is to find a switched power source( turns on with the ignition like your cd player) take that wire and attach it to a relay. that would get rid of power loss since the power isnt traveling as far and would make it so they wouldnt blink. then just have your highbeams set up like normal so when you flip them on your light turns on on your dash.

let me know if you want me to draw a quick diagram

but like I said there are tons of different ways to do this. just make sure that when you do it take your time and get all of your connections good and tight as well as water proof so they do not fail.

edit i for got you can also put in a toggle in line with the power from the 12 swich and you could then just run with just your fog lights on if you wanted to
