But he said he "checked" that already....

i dont know why you keep saying im disregarding. I am not! Ive checked the other suggestions and Ill be checking for oil flow next. All ive done the past few days was update what i have tried and thats part of troubleshooting. I appreciate everyones input and the more the better. i get it that i may not need those parts because it may not be the problem but this is my dd (yes i know thats a mistake) and i need it back on the road asap. I live in canada and my city has nothing for parts so i have to order them and wait a week or so for shipping. If i have to spend a few hundred bucks not knowing if i need the parts to have them arrive a bit earlier then im fine with that.

Are you close to buffalo / Niagara falls?
unfortunately no. I also found tbis thread http://www.grandprixforums.net/threa...ckers-problems!
im Going to check for oil then put the stockers back in to see what happens
That tick is nasty, and I would not run the engine too much with it slapping like that... If there was no tick prior to changing the rockers, I wonder how it was introduced? Where'd you get the rockers? New, used? Did you ever do as suggested, check the pushrods? There is a bit of diagnostic you can do to help yourself before blowing $ on parts. I asked if you torqued them correctly, meaning torque the rockers, then rotate the engine and torque again, if you wanna be sure, rotate once more and torque all rockers one last time... Lol... The bolt could be the problem too as you reused the TTY. Can't see how all of a sudden the lifter would tick because you changed the rocker. But all else being equal, if everything is good above, (valve train), then the last piece that could cause that is the lifter.
Ok so here goes.... NO OIL through 1 Rocker and little flow through another. ALSO there is quite a bit of play the the rockers ie:if I hold them by the cradle and shake em side to side they slap back and forth. Im going to compare to the ones I pulled out. I bough the modifieds from zzp.
Edit: The stock ones have some play left to right also not sure if the 1.9s are worse than stock. Also im pretty sure that the rockers that I am able to move side to side (installed) are the ones not getting oil so that tells me that the lifters aren't pumping up and applying pressure to the pushrod. Does that seem fair?

Ive already ordered a set. Not sure if the play side to side is normal or not. Should I return the modifieds and order a better set?
they all do it somewhat. some feel tighter that others when not installed. When installed though only two do it and I think those are the ones with the bad lifters. Ill double check again tomorrow when I get off work. I haven't put the car back together yet cause im waiting on the parts to come in but im wondering now if I should return the modifieds and just buy RR from somewhere. Not sure if zzp will take them back though.
Heres the video of the oil flow or lack thereof https://www.youtube.com/watch?v=wJfiBmgqmlE

See This is what I was trying to explain to you in chat yesterday morning
now you know just how far you have to
Is there any blockage in the rod possibly ?
Looks like Dark may have been right. After more research and inspection I found some info. I do have some damage on 1 pushrod like this http://www.grandprixforums.net/threa...ould-I-replace but not as bad. Seems as though the rods are hitting the block. Im going to grind it down a bit as I have the heads and everything off.
This is my PR damage.....
