    Stock L67, I am only seeing 2.3 max psi. Also noticing that the BBV stays closed at idle. Anyone have any thoughts?

    No vacuum leaks either...

    Unplug the electrical connector at the BBS, Let the vac line(from bbv to bbs) see atmosphere. If you get full boost back, it's your solenoid.
    I just had this exact same issue.

    Bored block, Eagle Crank, XP Cam, Ported Heads/LIM/Blower/TB, 3.0 Pulley, CAI, Headers, 42.5#, AL 104's, etc...
