does it matter if i just get the pcm first and the intake rather than getting the pulley and all the other upgrades or does it have to be all at the same time??

You'll be fine getting just the PCM and intake. DO NOT mess with pulley sizes until AFTER you have a sufficient amount of exhaust mods, which you will be able to determine by scanning. Since our cars are getting older and KR is becoming more of a problem I would suggest getting header's before you start dropping pulley sizes.

Aftermarket PCM's just have a generic tune, they aren't really mod specific. If you want a tune that is set up specifically for your car and the mods you have, then you're going to have to get a tuner. But to kinda answer your question if you get a pcm, you'll be fine with adding mods later, no need to change anything. Tuning it would be better, but for most cases it isn't really necessary.
