    In the top pic it looks like the belt is not riding in the center of both the tensioner and W/P pullies and is walking inward thus touching the bolts. Even looks like a mark on the tensioner assembly itself from it.

    Something is letting the belt move.

    It looks like your water pump is locked up? It is polishing the pulley...

    That's a brand new belt too, I've just ran it about a minute all together. The pulley turned fine when I hand turned it. How easy/difficult should it be?

    Well, I'll be damned, the pulley is seized. I swear it was fine when I put the belt on. So a new water pump then. With all the smoke when I ran it, I must not have noticed what was happening.
