why would orientation mean anything so long as the filament is out in the tube somewhere? i agree that you want it to have laminar flow across it, but other than that it shouldnt matter where it is so long as it is close enough to the throttle body that you won't have a ton of space inbetween to throw off the ability to tune it well.
