    who did your tune?

i had that, and it was the tune.

But check for vac leaks first.

    how much vacuum at idle?

ALso can you check the Idle Air Counts at idle?

i have a friend who tunes my car he has tried to play around with it to figure out, since i know very little about tuning. but i did un plug the air idle controll and it idled smothly but at about 1100rm if that helps. the car has 0 vacuum leaks, that was the first thing i checked for and when it is idleing steady the vacuum gauge stays at 15 to 16in hg

does your friend have the ability to move the IAC valve through the steps? if so, try moving it through the steps to see if the car responds if it should. If not, its prolly the IAC.
