got a 2000 gtp daytona sometimes when i hit the gas the car downshifts which feels like a normal car powering along but a second later the rpm jumps and itll throw you back in your seat, but other times itll downshift without the extra boost of power slightly after the downshift anyone know why sometimes it works and other times it doesnt. it happens at all speeds and gears i need that extra power all everytime i pounce on the gas not just half the time please help

You might get better help if you post this in the right section... Like the 3.8 Supercharged section.

no, a tune. you need your car tuned. it will take away top speed limiter, a lot of torque management, and tune your car for better fueling and timing tables.

thats what i meant, you take out the boost side of the bottom of the bbv actuator and leave the top hooked up to vacuum.

There's a difference between the boost control solenoid and the boost bypass valve. If the boost control solenoid is unplugged, it doesn't work period. I don't even have one and left the bottom of the BBV exposed to atmosphere.
