I searched and couldn't find anything, so my question is:

Does this kit allow operation of the boost bypass valve? or is it a waste of money? Link below...

That kit gives you the adapter from the L36 MAP sensor to the L67 2 bar MAP sensor. It also has the adapter you are asking about. It connects to the BBV solenoid to the PCM. You have to add the connector to the PCM harness and have an L67 file in the PCM.

I think the shift points would differ on a GTP vs a n/a car so PCM would still need a tune. Maybe go to the wreckers and find a GTP donor car and swap out the whole drivetrain, wiring harness and pcm.

Just use an L32 MAP that has the same connector as the L36.

You don't need the boost bypass.

The 03s (from what I've read) you can't just swap the pcm, I believe it's vin locked.

So if the bypass valve isn't needed, why is it there?

You can't just pull a PCM from a GTP of the same year because you still have different gearing in the transmission that has to be accounted for.

You can tune 03's. That pcm works for that year only due to the transmission being that year only.

Solenoid is to dump boost if you stay in it too long, traction control or similar scenario.

I just mean of it overboosts due to lack of bypass value.

    no, it doesnt overboost.

it continues to boost when the PCM doesnt want it to.

The boost bypass does just what it's name implies..Bypasses boost when the PCM sets a condition to do so.

Many people run without having it functional without any harm to the car.

L32 MAP is 2 bar, it's just not huge like the L67 MAP and has the same connector as the L36 connector you have in your car right now.

If you can't hear the blower, then that thing called MPG's is actually working.
