OK so let me relate some information I learned the hard way.
Bought a 98 Regal back in 2013, 131,015 miles and burnt fluid, bad tie rod, bad front tires, small leak at elbows (that didnt get changes till a year later). Gave $350 for it and only other issue was rusty rotors so I replaced rear pads and rotors and turned the fronts.
I swapped in a trans after old one went out after driving it around 2000 miles.
SO after much inspection and narrowing down the issue I fired up the New Solus Ultra I got in 2013. I started looking at the Brake On Off Switch(Boo).
It looked worse than a bad O2.
So give your brake switch a twist in toward the brake pedal and see if that fixes your jump 3-4/TCC lock up issue.
    Good Luck
