The mods that need to be done to run a 3.4 pulley are going to be expensive to pay a shop to do. Headers are going to be the most expensive, I would say anywhere from $500 to $1000 depending on the shop, and that's just for the install. By the time everything is said and done you will be in the car more than its worth in just labor. So best bet is to find someone you know who knows how to do stuff with cars or do it yourself.
Better handing: I would go with the GM Performance sway bars, GM Strut tower brace, new struts and springs KYB GR-2/Excell Gs for struts springs is up to you, brakes I would at least swap out to Fbodys in the front.
Better MPG and Horsepower: Again changing anything in the exhaust will not do anything to increase your mpg or horse power..... a tune itself won't increase your horsepower much either, but it might increase your mpg slightly. The majority of the increase in performance is going to come from the pulley drop.
Better sound: Again changing the exhaust is not going to make your exhaust sound any better, the best its going to sound is how it sounds stock. At idle it will sound good, but give it some gas it will be raspy and it will drone going down the road.
