How could i change my fog lights to HID? would i just need another hid kit? Would this mean 2 ballasts for headlights and 2 for fog lights???

if you want true fogs you will stay away from HID.
True fogs are yellow in color and cast a shot wide beam. Prixs have driving lights

You need to get a turbo on there first! But yeah you would need another kit. Too much money IMO.

The turbo is just something we talked about before. I would personally just get some nice Silverstar bulbs and put them in. Just have the HIDS in the headlights.

No, you can put HID's into your stock capsules. The Ultimate HID Thread (stickied at the top of this section) has a lot of good information.
've never heard of HID's melting the stock headlight housings. Some of them can melt the stock foglight housings, though (I believe it has to do with the HID bulb being too big).
IMO, I'd recommend getting aftermarket foglights (low, wide beam) or driving lights (spotlight/high beam) over putting HID's into your stock foglights. A good aftermarket light will have a much better beam pattern than the stock foglights. If you need more light than that, you can always put HID's into the aftermarket light.

Autopia foglights from eBay. I have these, and I'm very pleased with them. They can be ordered with or without a 7 color LED ring.

Good driving lamps:
Cyberwhites. Easily identifyable by their blue-tented lens. A lot of people have recommended these. Available at Wal-Mart and many auto parts stores.
Hella Angel Eyes. White LED ring, if that's your thing.
Any aftermarket foglight will require some modification, which usually involves drilling a couple of holes into your stock bracket or bending your stock bracket. You can usually (depending on how you modify the bracket) go back to stock if you ever need to.
