For bouncing issues, put a strip of weather stripping underneath each headlight.

When it comes to light output, just get a set of HIDs from VVME. Go with 4300 or 5k as those will be the brightest. Dont worry about getting high beams with HIDs, the single beam will be plenty bright.

Simple yet effective solution. I love it. I rolled around just using my projectors for the longest time anyway. I'm assuming since you're recommending them, VVME HID's are good? Can you quickly give me a rundown on what the difference is between their entry level, digital slim, and 12V models is?

EDIT: Their price defintiely appeals to me, as I was quoted $180 for HID's locally.
